Box 300 Montrose, IL 62445 TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS: As required by Executive Order 11990, this is a notice of findings and public explanation for proposed activity in wetlands. The Village of Montrose proposes to use funds allocated through the Community Development Block Grant (CDBG) Program for the following proposed project: Village of Montrose Storm Sewer Improvements CDBG Public Infrastructure Grant #23-242011. The proposed project, located in Montrose, consists of constructing approximately 6,315 lineal feet of 8, 10, 12, 15, and 24 storm sewer pipe, 14 manholes, culverts, inlets, seeding, and all related appurtenances in the Village of Montrose (Effingham County, Illinois). The project is a bound area that includes I-70 (North), Spring Creek Rd (East), National Rd/US 40 (South), and 100 West of N Maple St. (West) . The construction is planned to begin Summer 2025 and conclude Winter 2025. The total estimated construction cost of $1,470,000 will be funded as follows: $1,470,000 - State CDBG Public Infrastructure Grant #23-242011. The wetlands affected include (but is not limited to) streams and other wetland areas that are generally located in the Village of Montrose in Effingham County. An eight-step wetland review has been conducted by the Village of Montrose. The Village of Montrose hereby states that this proposed project would occur within designated wetlands. However, the Village of Montrose has reached a decision that this is the only practicable alternative for this proposed project. This decision is based on an evaluation of the following alternatives: in order to meet the project objectives, this project must be constructed as designed. The proposed storm sewer improvements must occur in the designated wetland because there are deficiencies in the current storm sewer system. The current system causes a threat to the health and safety of local residents; so, storm sewer improvements must occur in this location. The alternatives considered include re-routing the storm sewer lines around the designated wetlands, stop construction before the wetlands and find different line connections, construct the storm sewer lines as designed using construction methods that have a minimal impact to the environment, and to do nothing. Re-routing the lines will not meet project objectives by serving residents in the target area with the required storm sewer capacity. The re-routing the storm sewer lines alternative and do-nothing alternative are not feasible because they would not meet project objectives. The construction will adhere to the IDNR 1:1 wetland mitigation standard which will be made as part of this project. It was determined that this action will have a minimal impact on the designated wetlands. After a re-evaluation of the alternatives, it has been determined that the construction of the proposed project as designed and using construction methods that have a minimal impact to the environment, will occur in the wetlands, however construction practices will be modified in order to minimize that impact. The Village of Montrose would, however, ensure that this proposed project conforms to all state wetland protection standards and would implement the following mitigation measures to minimize the potential adverse impacts: The storm sewer system improvements will occur in a designated wetland. Final clean-up processes will adhere to the IDNR 1:1 wetland mitigation standard which will be made as part of this project.
